I would recommend installing and running CCleaner, it's a safe program that will allow you to "clean" files and remove programs entirely. Considering you've tried to re-install the the program 15 times I feel it's pretty pointless of me to say but just to be sure. A fault with the WGCenter preventing it from running. Lastly the application fault, it's exactly what it sounds like.
